Sustainable growth of Mongolia’s oil and gas sector has been a focus for Alinea International over the past five years. Funded by Global Affairs Canada, the Strengthening Extractive Sector Management in Mongolia project was designed to build capacity in the Mongolian government for transparent and effective policy implementation. The project is now coming to a close having made significant contributions to how the Mongolian government manages its country’s oil, gas and unconventional resources.

Throughout the project, Alinea worked with multiple government departments and agencies as a partner to improve policy and regulatory frameworks. These included the Ministry of Finance, General Department of Taxation, Ministry of Mining and Heavy Industry, Mineral Resources and Petroleum Agency of Mongolia, as well as the province of Dornod. The training and technical assistance programs covered petroleum licensing, production sharing agreements and taxation for revenue optimization.

This work culminated in the revision and approval of the Petroleum Accounting Regulations in 2019 to reflect modern, international standards.
