Project Description
The project aims to support communities in Fiji, Tuvalu, and Samoa in strengthening their climate resilience through access to financial and technical resources for climate change adaptation. Identifying and mobilizing these resources is critical to ensuring sustainable development and effective climate adaptation at the community, national, and regional levels.
To achieve this, the project includes technical assistance (TA) to develop resource mobilization strategies that connect communities and stakeholders with funding opportunities, technical support, and training programs. This consultancy will focus on establishing a comprehensive mapping of available climate adaptation funding mechanisms and resources across local, national, and regional levels.
The consultant will play a key role by establishing a comprehensive list of available climate adaptation funding mechanisms and training resources (across community/provincial/national levels) available in the target countries and the broader Indo-Pacific region.
Objective
To identify and map available climate adaptation funding mechanisms, technical resources, and capacity-building opportunities in Fiji, and the Indo-Pacific region. The mapping will include community-based funds, government programs, donor funding, philanthropic sources, and regional mechanisms.
The mapping will serve as the foundation for resource mobilization strategies and capacity-building activities under the project intended to support communities to become more aware of resource mobilization resources.
The Role
The consultant will undertake the following tasks:
- Resource Mapping:
- Identify funding sources, including grants, loans and other financial instruments available for climate adaptation across the following categories:

- Local and community-based mechanisms (e.g., village development funds, provincial initiatives).
- National-level funds (e.g., government programs, dedicated climate adaptation funds).
- Regional funding mechanisms (e.g., Pacific regional programs, Indo-Pacific adaptation initiatives).
- International funding sources (e.g., global climate funds, multilateral and bilateral donor programs).
- Private sector and philanthropic resources supporting climate adaptation efforts.

- Identify relevant technical assistance programs on climate change adaptation, including training and capacity-building opportunities related to climate adaptation, resource mobilization and business resilience, with a focus on women.
- Map existing policy support mechanisms related to climate adaptation funding and resource mobilization.
- Highlight private sector initiatives and partnerships relevant to the CA-BIA model.
- Stakeholder Engagement:
- Engage with key stakeholders, including government agencies, development partners, NGOs, and private sector actors, to identify and verify available resources.
- Leverage existing networks and contacts to source detailed, up-to-date information on climate adaptation support mechanisms.
- Analysis and Recommendations:
- Assess the accessibility and relevance of identified funding mechanisms and technical resources for communities in Fiji and/or the Pacific region.5
- Provide actionable recommendations for how communities can access and leverage these resources.
- Highlight potential gaps and propose strategies to address unmet funding and technical needs, considering accessibility and eligibility criteria.
- Deliverables:
- Comprehensive Resource Mapping Report: A detailed list and description of funding, technical, and training resources, organized by type (e.g., community-based, national, regional, international).
- Summary Matrix of Key Resources: A user-friendly summary document for quick reference by project stakeholders.
- Presentation of Findings: A concise presentation of findings to project stakeholders during a workshop or virtual meeting.
Required Qualifications
- Advanced degree in climate change, environmental management, international development, or a related field.
- Proven experience in resource mapping or climate adaptation initiatives, preferably in the Pacific region.
- Strong understanding of climate finance mechanisms and adaptation strategies.
- Excellent research, analytical, and communication skills.
- Experience working with diverse stakeholders, including governments, donors, and community organizations.
