Project Description:
The Reproductive Education and Adolescent Community Health (REACH) in the Eastern Caribbean project is a four-year initiative led by Alinea International with partners OECS Commission and Caribbean Technical Assistance and Education Center for Health (C-TECH), and funder Global Affairs Canada. The project aims to foster adolescent health and wellness by both enhancing adolescent friendly services and creating positive community conditions for adolescents to access their right to health, with an emphasis on sexual and reproductive health. REACH works in Dominica, Grenada, St. Lucia, and St. Vincent & The Grenadines using a strengths-based, inclusive approach to ensure “no adolescent is left behind.”

About the work
REACH project takes an inclusive, strengths-based approach, grounded in partnership. Currently, REACH Project is undertaking set up activities, conducting a baseline survey on all islands, and preparing for a launch in October. The REACH office is based in Castries, St. Lucia and houses a team of five. Two additional positions are based at the OECS Commission, and a technical pool of advisors is based at C-TECH Jamaica and at Alinea Canada. Intermittent travel to the four implementing islands is expected for various team members.

The Role
REACH is seeking a Finance Officer to play a key role in achievement of financial objectives by anticipating requirements, submitting information for budget preparation, scheduling expenditures, monitoring costs, analyzing variances, reporting, and coordinating  Project Financial Systems. The position reports directly to the Field Manager and works remotely with the Alinea Finance team in Canada. Some regional travel may be involved. An initial contract will transition to a salary and benefits package once Alinea REACH is fully registered in St. Lucia. The Finance Officer will:

• Coordinate the project’s field financial services operations;
• Liaise and coordinate with the Canada-based Financial Management Team on matters related to financial management, accounting and banking;
• Follow Caribbean financial and taxation regulations and ensure systems are implemented for this for all REACH transactions;
• Prepare and/or supervise the preparation and submission of timely consolidated project financial reports, including but not limited to: monthly ledgers summarizing all field offices’ expenditures, bank reconciliations, field advance requests, cash count certificates and supporting documentation;
• Audit staff travel expenses, adjust for advances, and effect outstanding payments in a timely way; audit and reconcile petty cash and address any gaps and documentation in a timely way with the Administrator and Project Manager;
• Provide timely financial data and input for budget control and project progress reports;
• Ensure adherence to internal controls and procedures, and compliance with Alinea’s/GAC’s financial management procedures, systems and requirements; liaise and cooperate with external auditors on behalf of the project as requested by the Project Manager, Canadian Controller, and Canadian Project Director;
• Manage cash flows of the projects, ensuring adequate funds are available for all project operations in the Eastern Caribbean; with the Project Field Manager, plan and submit timely advance requests to the Canadian Controller to avoid rush payments;
• Coordinate and manage advance payments and deposits for rents and/or leases with landlords or agents, vendors and service providers. At the end of the program, ensure that all rental deposits are recovered, utilities and services are cancelled in a timely manner and that all related payment obligations have been settled;
• Monitor local financial conditions; reporting on significant changes; e.g. exchange rates, inflation, taxation and corporate regulations and recommend actions if/when there are significant changes that may affect the operations of the project;
• Participate in project planning, implementation, monitoring, reporting and representing the project to relevant organizations (e.g. agencies/banks/lawyers) under the direction of the Field Manager and Canadian Project Director;
• As necessary, pay hotels for Canadian long and /or short term consultants visiting the Eastern Caribbean; and
• Undertake other relevant duties and/or special assignments as requested by the Project Manager and Canadian Project Director.

Required Qualifications:
Accounting qualification:

• Diploma/ Certificate with 5 years experience

OR

• Degree with 3 years experience

• Experience working in finance and accounting with an international NGO, regional organization or donor agency
• Capacity to work well in a team
• Problem solving skills
• Commitment to transparency, accountability, value for money, ethical practices
• Understanding and experience working with Global Affairs Canada funded programs is an asset;
• Accounting designation is an asset;
• Knowledge of/ experience working across the Eastern Caribbean is an asset.
