Project Description:
The Pacific Australia Labour Mobility (PALM) scheme is an Australian Government visa scheme that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program (PLMSP) supports the Australian Government and partner governments to implement the PALM scheme. Alinea is contracted to deliver PLMSP’s monitoring, evaluation, research and learning (MERL) activities on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT).
PLMSP’s role is to provide DFAT and governments in 9 PICs and Timor-Leste with support to enable workers to access the PALM scheme in inclusive ways that maximise the benefits to workers and national economies while minimising risks from labour mobility participation. PLMSP’s primary functions include capacity building for PALM scheme labour sending units; skills development and training for PALM workers; support for returning PALM workers and their families; information system management; monitoring, evaluation, research and learning; and communications.

About the work
The Monitoring and Evaluation (M&E) Coordinator will support the Labour Mobility Unit in the Ministry of Foreign Affairs and External Trade to collect and use their own data on labour mobility. They will also assist the Pacific Labour Mobility Support Program (PLMSP) to implement the Pacific Australia Labour Mobility (PALM) scheme Monitoring, Evaluation and Learning (MEL) Plan. The role coordinates with research partners, undertakes learning activities and promotes Gender Equality, Disability and Social Inclusion (GEDSI) objectives.
The Role
Under the direction of the Quality Learning and Performance (QLP) Regional Manager, the M&E Coordinator will support the work of the PLMSP MEL team and the Solomon Islands LMU. They will:
- Identify labour mobility information/data gaps and work with the LMU and other stakeholders to develop strategies to address gaps.
- Develop an information plan that identifies what information will be collected, and the timeframes, capacity and resourcing required.
- Design appropriate data collection methods and engage in data collection activities for the LMU and PLMSP.
- Develop a LMU MEL Plan [FP1] and build the abilities of staff responsible for M&E to implement the plan.
- Assist with the storage and uptake of the LMU’s own data, including working with the LMU to improve data quality and the In-Country Recruitment Database (IRD) which stores all LMU worker data.
- Mentor and train LMU data and M&E personnel on data management and reporting.
- Identify key M&E/research/GEDSI opportunities in-country, especially related to critical information needs.
- Assist in-country MEL activities, including: GEDSI analyses; M&E activities; and research (both internal and external).
- Share with PLMSP key documents and in-country contextual information as appropriate, including from other donors.
- Disseminate and promote uptake of findings from M&E and research by LMU planning staff and managers.
- Undertake and deliver the outcomes and objectives of the role in accordance with the expected Core Capabilities, Ways of Working and values of PLMSP
- Assist LMU with high-level reporting to the Solomon Islands Minister of Foreign Affairs and External Trade and other key line ministries.
- Assist with other key labour mobility priorities directives from the LMU Director[CHM2]
Required Qualifications:
Qualifications and Experience
- Tertiary qualifications in one or more of the following areas: social sciences; management; business/commerce; development; statistics or other relevant discipline and/or demonstrated experience working in a related field.
- Experience in qualitative and/or quantitative research and data analysis.
- Experience managing and implementing projects.
- Demonstrated understanding of GEDSI processes, principles and practices.
- Experience and/or understanding of the Solomon Island Government operating context.
- Experience working with, or fostering relationships with, other stakeholders including civil society organisations, academic institutions, private sector partners and development partners.
- Excellent English written and verbal communication skills for high-level external engagement and report writing.
- Experience in facilitating workshops, training activities and coaching/mentoring.
- Demonstrated technical skills in data collection and analysis with Microsoft products, especially Excel (Power BI desirable).
- Familiarity with management information systems.
- Understanding of Pacific labour mobility programs (desirable).
- Demonstrated initiative and flexibility plus the ability to work independently and meet competing priorities.
- Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
Due to the evolving nature of our program, it is possible that staff members may be expected to undertake duties that fall outside the remit of their original terms of reference to ensure the ongoing success of the program. Where this is required, the following will occur:
- The adviser will seek permission from the QLP Manager
- he adviser will coordinate communication between the LMU Director, QLP Manager and the PLMSP engagement manager for Solomon Islands to ensure that the arrangement is short-term and is connected to achieving LMU outcomes as guided by its MEL Plan.
