Project Description:
Canada’s Department of Foreign Affairs Trade and Development (also known as Global Affairs Canada – GAC), Field Support Services Project (FSSP) based in Tanzania. This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Tanzania. Services from this project include, but are not limited to, the provision of administrative, logistical, technical, and financial services for GAC and other clients identified by GAC in Tanzania.
About the work
The Project Manager will be responsible for managing the delivery of administrative, logistical and financial management services provided by the FSSP.
The Role
The tasks for the FSSP Project Manager include, but are not limited to:
- Overseeing the FSSP team including a group of technical experts
- Leading the development and delivery of the project strategy and work plans
- Liaising with Global Affairs Canada and establishing strategic engagement relationships with key partners and stakeholders (including government, civil society, other donors, private sector) on assessing needs and setting priorities
- Identifying the risks that may affect project delivery as well as the mitigation measures required to address them, keeping the TA duly informed
- Leading the preparation of all key FSSP documents (work plans, service requirements and narrative reports), in accordance with Global Affairs Canada’s objectives and priorities.
- Developing an approach to include quality assurance in the management of services provided and ensuring overall quality of services provided
- Determining the need for communications tools and products that will promote the implementation of Canada’s FIAP strategy and objectives in FSSP-related activities
- Overseeing the financial performance of the project
Required Qualifications:
- Advanced (post-graduate) degree in political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences. A copy of the stated proof of education MUST be provided.
- Previous experience (10 years or more preferred) managing international development programming – with a focus on long-term and high value programming;
- Experience managing a minimum of two separate international development programming (with a minimum duration of 3 years each project) with a project value of over $2,000,000 CAD per project;
- Experience leading preparation of key project documents including annual workplans financial, administrative, and narrative reports, including risk management;
- Experience engaging and working closely with multiple international development stakeholders in developing countries including government authorities and donors (such as Global Affairs Canada, FCDO, USAID);
- Proven experience managing the entire project lifecycle from start to finish including, development of work plans and milestones, expenditure forecasts and summaries, monitoring and evaluation, reporting and communications;
- Demonstrated experience planning and coordinating the activities of project personnel, stakeholders, sub-contractors and other support providers;
- Demonstrated ability to ensure cost-effectiveness of services delivered within a project;
- Experience identifying risks and developing problem solving strategies
- Demonstrated experience managing the following types of services: administrative services; financial management activities; and logistical and coordination activities.
