Project Description:
Pathways to Peace: Building Inclusive Governance and Social Cohesion is a project funded by Global Affairs Canada (2024 – 2029) aimed at strengthening peace and reconciliation among and within religious, ethnic, and linguistic communities, particularly women and girls, facing systemic power imbalances driving conflict, fragility and insecurity in Sri Lanka. The project operates within
Canada’s Feminist International Assistance Policy and supports the Government of Sri Lanka’s (GoSL) policies on inclusive governance and official languages as well as the country’s first National Action Plan on Women, Peace and Security (WPS).
The project consists of 3 intermediate outcomes as described below:
1100 Improved delivery of gender-responsive, inclusive, equitable and accountable public services that respond to the differential needs of women and girls, men and boys, and non-binary persons from diverse communities including LGBTQI+ persons; religious, ethnic and linguistic minorities; and persons with disabilities;
1200 Improved leadership and participation of women and women’s rights organizations in addressing conflict, fragility, and insecurity aligned with the United Nations’ WPS agenda; and
1300 Increased empowerment of civil society, communities and individuals, particularly women and girls and LGBTQI+ persons, to demand inclusive, equitable and accountable public services.
The Role
Based in Colombo, the Gender Equality and Social Inclusion (GESI) Manager will work under the direction of the Field Director and be responsible for the implementation of GESI and WPS activities towards project outputs and outcomes. The GESI manager will support the team to ensure integration of gender equality, human rights, and social inclusion as a cross-cutting them in the project. The GESI Manager ensures that the technical integrity of the project is maintained by managing for results and promoting good governance, gender equality and social inclusion, inclusive participation, and environmental sustainability.
Functional Responsibilities:
· Develop and maintain a working relationship with the Canadian Gender Equality Advisor;
· Provide inputs in the preparation of the project’s key documents, including the project implementation plan, annual work plans, and project reports;
· Provide support to the development and implementation of the project GE strategy, in collaboration with the Canadian GE Advisor;
· Collaborate closely with project staff, specialists, and counterparts to identify key entry points for GESI efforts and provide technical support to integrate GESI in project capacity building activities;
· Implement project activities relating to GESI and WPS, including development of strategies that address GESI barriers in public service delivery; design and delivery of workshops on gender-based analysis, social inclusion and WPS to government officials and civil society; development of Gender Focal Points in the government; and development of curricula on gender-based analysis;
· Put systems in place for collecting and disseminating information on gender-specific activities to promote gender mainstreaming and monitor progress towards achievement of desired outcomes;
· Facilitate coordination and collaborative work among short-term technical experts in the delivery of technical assistance to improve GESI in the public service;
· Develop and manage an effective working relationship with key government entities involved in the project, as well as its line departments and other government partners, civil society representatives and stakeholders;
· Identify new and proven GESI practices and initiatives to strengthen public service provision and share these with project partners;
· Maintain up-to-date knowledge on gender-responsive service provision issues by national and international partners to identify synergies and benefit from lessons learned;
· Anticipate and identify GESI risks and issues and address them with senior management in a timely and effective manner;
· Any other related responsibilities required to meet expected project results.
Required Qualifications: Knowledge and Skills Required
· Masters degree in a related field, including international development or relations; law; political science; gender studies; or sociology.
· Minimum of 5 years of work experience working in gender equality and/or women, peace and security;
OR
· Minimum of10 years of work experience working in gender equality and/or women, peace and security, if the applicant does not have a Masters degree;
In addition to:
· Strong knowledge and experience applying gender equality and social inclusion approaches;
· Strong analytical skills and understanding of good governance, social inclusion, equity and diversity;
· Excellent speaking and writing skills in English;
· Strong communication, presentation and interpersonal skills;
· Experience working with government ministries, provincial councils, local authorities, or institutions on GESI is an asset;
· Experience in monitoring and evaluation and/or results-based management in international development projects is an asset;
· Comfortable working in MS Word, Excel and Teams;
· On-time, well-organized, flexible, and able to work under minimal supervision in a multi-task environment;
· Takes initiative to leading local activities, and able to inspire, motivate and manage a team; and
· Demonstrates fortitude amidst challenges and perseveres despite the challenges.
