In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd. SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. About TAP-EDM:
The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 150 Canadian experts via 70-90 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada. TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.
About the work:
The COVID-19 pandemic generated a significant increase in connectivity worldwide, which gave rise to new cybercrimes putting women, girls and vulnerable populations at greater risk. This situation has highlighted the need for the Ministry of Security of the Argentine Republic to promote the deepening and strengthening of cybersecurity in gender issues through the Directorate of Cybercrime Investigations, an area with competence in this matter.
In recent years, the Cybercrime Investigations Directorate of the Argentine Ministry of Security has implemented several cybercrime awareness campaigns and has provided training to more than 420 prosecutors and members of the police and security forces (at the national and provincial levels).
An area of particular interest to the Cybercrime Investigations Directorate relates to online child sexual exploitation (including child pornography and child abuse images), where they have identified the existence of strong networks of criminal organizations that produce, transmit and market child sexual exploitation images online, which are very difficult to detect, investigate and prosecute.
The Ministry of Security has expressed interest in receiving Canadian technical assistance to strengthen the country's capacity to investigate cybercrime, particularly those in which women and girls are most vulnerable, as well as to generate better inclusion of a gender perspective in the work of law enforcement officials in this field, as part of the Strengthening Cybersecurity and Cybercrime Investigation (ForCIC) program.
For the past ten years, Canada has been implementing a national strategy to combat cybercrime, with a particular focus on online child sexual exploitation, improving its capacity to conduct investigations into online child sexual exploitation, identify victims and remove them from abusive situations, and bring offenders to justice, including those who offend abroad.
The Role The objective of this initiative is to strengthen the capacity of the Cybercrime Investigations Directorate of the Ministry of Security by providing comprehensive training on best practices, strategies and tools related to the detection, investigation and prosecution of cybercrime, with a special focus on online child sexual exploitation cases.
In this context, the Canadian Expert on Cybercrime and Online Child Sexual Exploitation shall:
1. Develop a detailed work plan, in close consultation with the Cybercrime Investigations Directorate of the Ministry of Security and Alinea International staff, and prepare technical documents, training materials and a final report of the Initiative.
2. Review key country documentation on online child sexual exploitation (legislation, plans, reports, studies, etc.) to identify challenges, gaps and opportunities to strengthen existing practices, procedures, tools and coordination mechanisms within the Cybercrime Investigations Directorate for the detection, investigation and prosecution of these crimes.
3. Develop and deliver a workshop in Buenos Aires, Argentina for the personnel of the competent areas of the Federal Police and Security Forces, as well as specialized prosecutors in the field, who will be invited through the Public Prosecutor's Office to share best practices, experiences, tools and recommendations from Canada for the detection, investigation and prosecution of cases of online child sexual exploitation.
4. Provide virtual support and coaching to the Cybercrime Investigations Directorate of the Ministry of Security during the implementation of this initiative.
5. Promote the TAP-EDM project through the exchange of experiences with assigned Alinea International staff through public engagement activities, before, during and after the implementation of the Initiative back in Canada.
Required Qualifications:
• Graduate studies in a relevant field related to this initiative.
• Knowledge of Canadian practices, procedures and tools for the detection of cybercrime, primarily online child sexual exploitation cases.
• 5 or more years of experience in criminal investigations, techniques and methodologies for cybercrime primarily online child sexual exploitation cases.
• Experience working with the Public Prosecutor's Office, Prosecutors, Attorney General's Office staff during cyber crimes, including online child sexual exploitation cases.
• Ability to apply and integrate Gender Based Analysis Plus considerations throughout the implementation of this initiative.

- Conduct and contribute to cross-cutting MEL project activities, including data collection, analysis, management and reporting.
- Act as a focal point and a source of expertise for monitoring, evaluation and learning for the project team.
- Master’s degree in social sciences (for example, business administration, project management, economics, political sciences, international studies, or international development).
- Minimum of 3 years’ experience managing multi-year complex international development project in the last 10 years and of a value of at least five million Canadian dollars ($5M) that include:
- Linking technical assistance requests with appropriate expertise;

- Développer et administrer des processus et des procédures pour identifier, recruter, déployer, surveiller les experts canadiens incluant l’organisation de visites techniques au Canada ;
- Élaborer ou superviser l'affinement des termes de référence et des plans de travail du mandat d'assistance technique (AT), en collaboration/consultation avec le directeur de projet, et en faisant appel, le cas échéant, à des experts appropriés et ponctuels ;
- Rechercher et contracter l'expertise canadienne appropriée selon les termes de référence affinés pour les mandats d'assistance technique et les missions d'assistance technique d’AMC;
- Maintenir la communication et la supervision avec les experts en assistance technique sous contrat dans une multitude de pays en développement à partir d'un bureau de projet canadien ;
- Maintenir la surveillance des initiatives d'assistance technique et des contrats connexes ;
- Assurer la liaison, négocier et coordonner les activités avec les intervenants et les partenaires locaux, y compris la participation de ces derniers, comme les entités gouvernementales nationales et le personnel des missions canadiennes à l'étranger;
- Recueillir, analyser et synthétiser les résultats liés à l'assistance technique et veiller à ce que les exigences en matière de rapports et de gestion axée sur les résultats soient respectées et soumises à AMC dans les délais prescrits;
- Veiller à ce qu'une formation et/ou un breffage adéquats avant le déploiement, y compris la préparation interculturelle et la sécurité, les thèmes transversaux, le suivi, l'évaluation et l'apprentissage (SÉA) parmi les modules, soient fournis aux experts sous contrat selon les besoins, en particulier pour les initiatives d'AT exécutées dans les pays en situation de fragilité et de conflit;
- Diriger la mise en œuvre des fonctions SÉA de l'équipe en utilisant le système SÉA robuste déjà établi, y compris le Manuel SÉA et les outils, y compris MetricsLed, le système de rapport du SÉA en temps réel en ligne assurant la conformité avec les indicateurs de mesure de performance définis et l'opérationnalisation du modèle logique et l'utilisation d'outils de soutien qui répondent aux normes d'Alinea et d’AMC.
- Mener et contribuer aux activités transversales du projet SÉA, y compris la collecte, l'analyse, la gestion et la communication des données.
- Servir de point focal et de source d'expertise en matière de suivi, d'évaluation et d'apprentissage pour l'équipe du projet.
- Maîtrise en sciences sociales (par exemple, administration des affaires, gestion de projet, économie, sciences politiques, études internationales ou développement international).
- Minimum de 3 ans d'expérience dans la gestion de projets de développement international complexes pluriannuels au cours des 10 dernières années et d'une valeur d'au moins cinq millions de dollars canadiens (5M$) qui comprennent:
- Lier les demandes d'assistance technique à l'expertise appropriée;
- La liaison, la négociation et la coordination de multiples mandats/activités d'assistance technique avec la participation de multiples parties prenantes et partenaires locaux tels que les gouvernements, les entités nationales et les programmes ou missions de développement locaux; et
- La production de rapports narratifs et financiers axés sur les résultats, y compris la communication des meilleures pratiques et des leçons apprises.
- Minimum de 3 ans d'expérience dans la coordination d'initiatives d'assistance technique ou de déploiements d'experts dans une multitude de pays en développement à partir d'un siège central au Canada.
- Minimum de 3 ans d'expérience dans la gestion de multiples mandats d'AT à court terme ou de déploiements d'experts.
- Minimum de 3 ans d'expérience dans la gestion des activités et des systèmes de suivi des performances de projets.
- Tact diplomatique avéré et capacité à travailler dans des contextes institutionnels, des langues et des cultures différentes.
- Capacité avérée à coordonner avec de multiples parties prenantes la collecte et la vérification des données, l'établissement de rapports et la diffusion.
- Expérience du développement des capacités du personnel et des experts techniques en matière de SÉA et dans d'autres domaines.
- Expérience de l'intégration des considérations relatives à l'égalité des sexes, à l'environnement et à la gouvernance au niveau du projet.
- Capacité avérée à gérer des situations stressantes et plusieurs projets simultanément.
- Excellentes compétences en matière de rédaction, de communication et de gestion des données, et souci du détail.
