Alinea is currently recruiting an international Animal Health and Value Chains Improvement Specialist for the ADB-funded Greater Mekong Subregion Sustainable Agriculture and Food Security Program (SAFSP).

The Greater Mekong Subregion Sustainable Agriculture and Food Security Program (SAFSP) will support implementation of the Strategy for Promoting Safe and Environment-Friendly Agro-Based Value Chains in the GMS and Siem Reap Action Plan. The Program is expected to help create enabling conditions and strengthen capacities in three priority areas: (i) climate-smart, inclusive and gender-responsive agri-food value chains; (ii) food safety and quality systems; and (iii) climate-adaptive agriculture in the context of water-food-energy security nexus.

We anticipate that the position will be done remotely until mid-to-late 2021, depending on Covid-19 restrictions.

Key Responsibilities:

  • Support GMS livestock departments to conduct surveys, review and strengthen food/feed safety policies and regulations related to harmonization of standards for livestock and livestock products, feed control, traceability and surveillance;
  • Identify options for enhancing the private sector role in livestock value chains;
  • update GMS guidelines and procedures to meet international standards for assessing disease risks of livestock products;
  • Compile lessons and best practices from other regional initiatives to enhance competitiveness of livestock value chains;
  • Support GMS countries to conduct disease surveys and risk assessments to facilitate trade in animals and animal products;
  • Support GMS livestock departments to develop and/or update emergency response plans (ERP) for transboundary animal diseases and to field-test their national ERPs;
  • Guide national specialists in training of (a) animal health workers to improve capacity and service delivery including surveillance, simple diagnostic procedures and responses; and (b) other stakeholders on livestock product safety and quality, including control of transboundary animal diseases, anti-microbial resistance, and value addition;
  • Provide advice on developing a digital knowledge platform, including e-Learning modules, webinars and videos, to strengthen regional coordination and communication on safety of livestock and livestock products, transboundary animal diseases, and traceability;
  • Guide studies on livestock traceability using digital technologies (e.g., cattle identification systems, Internet of Things); and
  • Guide national specialists on promoting visibility for PRC fund through arranging study visits of officials and progressive farmers in GMS countries to livestock farms, factories and processing facilities in PRC; (b) training of GMS officials on good livestock management practices and high level technologies developed in PRC; (c) training of GMS laboratory staff on livestock safety and quality assurance systems developed in PRC, and (d) dissemination in other GMS countries of knowledge products on livestock product safety and quality, including control of transboundary animal diseases, anti-microbial resistance, and value addition prepared by researchers and extension staff in PRC.

Requirements:

  • An advanced university degree in veterinary science, animal health, microbiology, vaccinology, or related field;
  • Recent experience working for ADB;
  • At least 5 years of experience in control and management of transboundary animal diseases;
  • Ideally will have experience in disease investigation and surveillance and knowledge of the interactions and importance of social, economic and physical factors in livestock production in the GMS.
