Alinea is currently recruiting an international Food Safety and Quality Specialist for the ADB-funded Greater Mekong Subregion Sustainable Agriculture and Food Security Program (SAFSP).

The Greater Mekong Subregion Sustainable Agriculture and Food Security Program (SAFSP) will support implementation of the Strategy for Promoting Safe and Environment-Friendly Agro-Based Value Chains in the GMS and Siem Reap Action Plan. The Program is expected to help create enabling conditions and strengthen capacities in three priority areas: (i) climate-smart, inclusive and gender-responsive agri-food value chains; (ii) food safety and quality systems; and (iii) climate-adaptive agriculture in the context of water-food-energy security nexus.

We anticipate that the position will be done remotely until mid-to-late 2021, depending on Covid-19 restrictions.

Key Responsibilities:

  • Advise GMS countries in formulating policies and strategies, contributing to evaluations of legal frameworks, and drafting food standards to improve quality and safety, monitoring and traceability of priority agri-food chains;
  • Document good practices and codes of conduct for (i) crops, livestock and aquaculture, (ii) food safety and quality assurance, (iii) certification and accreditation, and (iv) surveillance, information systems and laboratories;
  • Support in establishing equivalence criteria (e.g., for technical regulations, harmonization of standards, and mutual recognition arrangements) using the ASEAN standards on organic products and good agricultural practices, and facilitate adoption and compliance to such standards;
  • Compile lessons and best practices from other regional initiatives to enhance food safety and quality agri-food value chains;
  • Guide testing of advanced technologies for food quality assurance and traceability;
  • Advise national specialists on raising stakeholder awareness through developing a food safety and quality communication strategy, including monitoring and certification;
  • Guide national specialists on trainings and dialogues on food safety risk communication, quality assurance and traceability for promoting domestic, regional and international trade and compliance with food safety standards;
  • Guide national specialists on promoting visibility for PRC fund through arranging study visits of officials and progressive farmers in GMS countries to farms, factories and processing facilities in PRC; (b) training of GMS officials on good agricultural management practices and high level technologies developed in PRC; (c) training of GMS laboratory staff on food safety and quality assurance systems developed in PRC; and (d) dissemination in other GMS countries of knowledge products on food safety and quality prepared by researchers and extension staff in PRC.

Requirements:

  • A master’s degree in food science, food technology, or other related disciplines;
  • Recent experience working for ADB;
  • At least 10 years of experience in food quality and safety risk assessment, food standards and regulation, traceability, and quality and safety in value chains;
