Alinea International is recruiting a Governance Expert to conduct the research and policy analysis in support to the Defence Management System Review (DMSR) pursued by the Ministry of Defence and the General Staff of the Armed Forces of Ukraine, as part of its broader Defence Governance Reform Initiative.  The objective of the Defence Management Systems Review is to transform selected defence management functions in order to clarify, rationalize, and codify the authorities, responsibilities, and accountabilities of the Ministry of Defence and Armed Forces of Ukraine; introduce a new, efficient model for the Ministry of Defence; improve effectiveness and efficiency; harmonize defence architectures and processes with NATO and NATO member states; and enhance democratic civilian control of the Armed Forces. The DMSR strategic priorities and methodology is covering the three thematic policy areas:

  • Governance (Democratic oversight and civilian control) – under recruitment
  • Planning and Resource Management
  • Human Resource Management

 The DMSR is being conducted in the context of Canada’s Promoting Reform Objectives through Technical Expertise and Capacity Transfer (PROTECT) program. PROTECT is a 2 year, 3M CAN$ defence and security sector reform program funded by Global Affairs Canada and implemented in Kyiv, Ukraine. PROTECT provides short-term expert (Ukrainian and international) deployment and capacity to reforms in the defence and security sector. The program responds to the needs of Ukraine’s defence and security institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); and results-based management into reform initiatives, while lending expertise in the management of reforms.

PROTECT program outcomes are defined as follows:

  • Improved governance and democratic accountability of Ukraine’s security and defence sector
  • Improved planning, coordination, gender responsiveness and strategic analysis of security and defence sector reforms
  • Improved implementation of reforms delivered through the Ukrainian security and defence sector

Under the direct supervision of the DMSR Lead and in close cooperation with the Ministry of Defence and the General Staff, the Governance Expert will conduct research activities on:

  • study of perspective governance, democratic oversight and civilian control models, based on the cases of selected NATO and non-Alliance countries;
  • analysis of the current state of the governance systems in Ukraine (Ministry of Defence and the Armed Forces of Ukraine).

Key Responsibilities

  • Comply to the approved methodology for undertaking the DMSR;
  • Conduct the necessary research and interviews to fulfill the methodology of the DMSR within the Governance area;
  • Develop the products and relevant policy recommendations (pieces of research, legislative analysis, strategy and policy-papers);
  • Ensure the efficient and professional interaction with key DMSR contact points and recipients at the Ministry of Defence and the General Staff of Ukraine;
  • Cooperate with the local Gender Equality Expert to ensure that opportunity for the integration of gender-based analysis in the thematic policy areas is fully enabled;
  • Advise the DMSR Lead on the interventions related to the Governance thematic policy area, communicating the state of play regarding the appointed workplan.

Academic Qualifications and Experience:

Mandatory:

  • Master of Political Studies or Public Policy degree, or qualifications in relevant area, desirably related to security and defence sector;
  • A minimum of 5 years’ experience conducting research projects and initiatives, applying various research methodologies and approaches;
  • A minimum of 3 years’ thematic experience working within or with the security and defence sector of Ukraine on governance reforms or policy development issues;
  • Strong knowledge of the security and defence sector of Ukraine, including the relationships between the government and the Armed Forces;
  • Familiar with the considerations regarding the use and protection of sensitive or classified information;
  • Native fluency in Ukrainian. Strong English language skills. Alternatively for non-Ukrainian applicants:  Technical fluency in English.

Desirable:

  • Familiarity with techniques for benchmarking, interviewing, critical analysis, process mapping, and gender-based analysis.
