Alinea is currently recruiting a Team Leader for a 3 year EU tender we are pursuing.  

Summary of Project:

The overall objective of the project is to lead and develop a form of decentralised international urban and regional co-operation whose main axes of activity would be two-fold: sustainable urban development and innovation in key partner countries and regions in line with the external dimension of “Europe 2020”.

The purpose of this assignment is to improve the overall performance of the programme to attain its two specific objectives:

  • To develop cooperation between EU and non-EU participating cities in order to improve and feed EU cities’ practices on sustainable urban development;
  • To develop innovation cooperation between EU and, on the one hand, selected regions in Brazil, Mexico, Argentina, Chile, Peru and Colombia and, on the other, with selected regions in China and Japan.

This purpose should be achieved, by providing coordination, overall networking activities, centralised quality support for implementation, including EU cities and regions selection, cross-platform learning and communication, and advisory and expert services.

The Position: Team Leader

The Team Leader is responsible for the overall management and monitoring of the project, including:

  • The achievement of results against the approved plans and roadmaps in a timely fashion. S/he will be responsible for coordinating and managing individual experts and projects so that their inputs are delivered timely. S/he will be also responsible for reporting, including financial reporting.
  • Monitor and manage the project risks identified and submit new risks to the Contracting Authority for consideration and decision on possible actions if required; update the status of these risks by maintaining a project risks log.
  • Liaise with all relevant levels of government or international organisations, project partners, stakeholders and relevant organisations for effective coordination of all project activities.
  • Oversee and ensure timely submission (and dissemination, once approved) of all reports and deliverables required by these terms of reference and any others agreed during the project.
  • Ensure overall responsibility for the implementation of the project tasks and activities. S/he will be the primary contact for the EU and the overall assignment.

Qualifications and Expertise:

  • University degree in one of the following fields: social sciences, economics, communication, geography, urban planning/development, architecture, or engineering;
  • At least a level of C1 in the Common European Framework of Reference for Languages in written and oral communication in English;
  • Minimum 5 years’ experience leading teams in the public or private sector or in public-funded projects of similar size and duration;
  • Minimum 5 years’ experience working as an expert in the fields of: sustainable urban development and/or innovation;
  • Minimum 1 year professional experience in working with sub-national entities and/or their groupings;
  • Experience working on EU funded projects.
