Strengthening Ukrainian national security and territorial integrity
Canada was the first country to recognize Ukraine’s independence more than 30 years ago and this commitment to security, stability and sovereignty continues today. PROTECT supports institutions and agencies within the Ukrainian security and defence sector. Through deployment of Ukrainian and international experts as part of a robust planning and implementation framework, this project strengthens analytical approaches, builds results-based management techniques, and supports women, peace and security.

Taras Yemchura
Team Lead, Planning, Programming and Resource Management
Taras has extensive experience working in governmental institutions in policy development, defence-related research, and strategic planning. Previously, as an analyst of Ukraine’s Transparency International Defence and Security Program, Taras was instrumental in drafting legislation while providing expertise and analysis on defence and security issues. He has developed and maintained productive relations with key stakeholders including the Ministry of Defence and Parliamentary Committee on Defence and Intelligence. Taras brings a unique understanding of Ukraine’s reform process and a proven track record developing and implementing international projects. Taras is the Team Lead on the Planning, Programming and Resource Management Reform Initiative.
Victoria Vdovychenko
Team Lead, ANP NATO
Victoria has extensive experience working in International Relations and governmental institutions in policy development, research-based advocacy, and strategic planning. Victoria is an Associate Professor in World History and Diplomacy. Victoria develops and maintains productive relations with key stakeholders and has a background working as a board member for the Professional Governmental Organization in Ukraine which enhances governance systems by providing advisory support to government institutions. Victors is the team lead for the ANP NATO reform initiative.
Michael McCarthy
Senior Defence Advisor
Michael is a retired Colonel from the United States Air Force having served over 25 years as an Intelligence Officer, a Strategic Planner and a Foreign Area Officer specializing in Russia, Eurasia, the Caucasus, Central Asia and Eastern Europe. For nearly a decade, Michael has facilitated defence and security reforms in Ukraine with the Ministry of Defence, General Staff and Armed Forces. He consults on strategy development, defence governance, planning, defence industry development, resource management, sustainment and logistics, acquisition and procurement and command and control. He has facilitated the development of several key strategic and operational documents as a consultant for the Ukrainian government and was the lead international advisor for the Ministry of Defence’s Strategic Defence Review that culminated in 2020. He currently lives in Kyiv and supports and advises the PROTECT program.
Sabina Golyk
Program Assistant
Sabina brings experience working in international development programs in both Ukraine and England to her role with PROTECT. With two dissertations on Cyber Security and the Right to Protect, Sabina is keen on military, gender, and NATO reforms. She has strong cultural awareness and experience in working with people from different nations and backgrounds and builds strong professional relations in any sphere. Sabina’s background in communications with The Times in Manchester, UK complements her experience in international development, with proven time management and organizational skills. Sabina is the Program Assistant on PROTECT.
Victoria Egorova
Finance and Admin Manager
With Alinea International for almost 5 years, Victoria has a background in Expert Deployment for Governance and Economic growth. With previous experience working in the migration department of the Swedish Embassy in Ukraine Victoria has experience working on 3 projects based in Ukraine where her skills in managing field finance operations, contracting, and reporting brought her to the PROTECT program as the Finance and Admin Manager. Victoria holds graduate level qualifications in International Relations and political Science. Was graduated as Master of International Relations and Political science, Victoria has 7 years experience working at migration department of the Swedish Embassy in Ukraine.
Marisa Consolata Kemper
Canadian Project Principal and Governance Advisor
Marisa joined Alinea in 2018 and now serves as Project Principal in Ukraine overseeing programs which shape the enabling environment for deploying expert support to governance reforms in the social, defence and security sectors. With graduate level qualifications in public administration and international human rights law, Marisa has over 25 years’ experience supporting democratic governance and rights advancement internationally. Prior to returning to Canada, she worked with the United Nations’ Middle East regional political office based in the Gaza Strip in the capacity of international donor liaison during regional political negotiations, and more recently led a large multi-disciplinary team as Joint Program Manager (UNDP/UN Women/UNICEF) for the flagship multi-donor rule of law and security sector reform program based in Jerusalem. Marisa’s background also includes corporate governance work with the private and philanthropic sectors, supporting Canadian joint ventures throughout the African continent and Palestinian-Israeli business projects following the Oslo Accords. Marisa is trilingual English, French and Arabic.
Veena Verma
Deputy Project Director
As a human rights lawyer, Veena’s 25 years of experience working on human rights issues span India, Guyana and Nigeria. She specializes in human rights-based approaches, labour, law reform, gender, and racial equality. Currently, Veena is Project Director of the National Languages Equality Advancement Project in Sri Lanka and Deputy Director of the Promoting Reform Objectives through Technical Expertise and Capacity Transfer Program in Ukraine. Previously, Veena was a partner at a prominent union-side labour law firm and worked as a labour rights consultant for projects in China. She also served as Commission Counsel for a national public inquiry investigating the “extraordinary rendition” of a Canadian citizen to Syria post 9/11.
Jenna Freeman
Communications Officer
An experienced broadcast and digital journalist, Jenna effectively manages a deadline-conscious environment balanced with a precise level of attention to detail. In news media, she anchored flagship broadcasts, reported live on multiple elections from party headquarters, and covered stories with deep impact on a variety of issues and sectors for broadcast television, web, and radio. As Alinea’s Communications Specialist, Jenna supports strategic and corporate communications, and leads communications activities on multiple projects in Ukraine and for the Canadian Trade Commissioner Service. Jenna is fluent in English and French.
Mary Plunkett
Coordinator
With Alinea for more than 30 years, Mary is a Project Coordinator with extensive experience providing support to programming funded by Global Affairs Canada, the World Bank and Asian Development Bank. She has a thorough understanding of results-based management in project reporting and administration. Her background includes coordinating a multitude of high-level study missions to Canada. Mary supports the implementation of a variety of diverse projects, delivering training and support to teams in Egypt, South Africa, Nigeria, Indonesia, China, Thailand, Uruguay, Ethiopia and Ukraine.
Sandy Billington
Project Controller
With Alinea International for 19 years, Sandy is a project controller with extensive experience applying contractual terms and conditions, auditing, and reconciliation. A Certificate of Accounting and Legal Assistant Diploma compliments Sandy’s work as a project controller when interpreting a variety of contribution agreements and service contracts with many funding agencies in Canada and throughout the world. Sandy has participated in the developed and delivery of training and policy manuals, guidelines, and capacity development programs on financial and administrative management in Canada and developing countries. Sandy provides in-depth understanding of contract interpretation and has managed budgets for more than 17 internationally funded projects implemented by Alinea.

Defence Governance
Euro-Atlantic integration aspirations include fundamental defence sector transformations in Ukraine. Defence Governance Reform Initiative provides a holistic approach to harmonizing Ukrainian defence governance with those of NATO member states to facilitate effective decision-making in a manner that enables leaders to carry out their duties in a transparent, participatory manner that meets the expectations of the government and creates public confidence in a resilient, trusted, and effective defence organization. Defence Management Systems Review, legislation and democratic civilian control initiatives are only some of PROTECT’s immediate contributions to the good defence governance in Ukraine. Our aim is responsible defence governance – inclusive, responsive, transparent, and accountable with efficient procedures and strong civilian oversight. Defence governance portfolio work is conducted with consideration of the best and acknowledged methodologies and methods (RBM, GBA+, CBP).
ANP-NATO Reform Project
As Ukraine seeks to join NATO, the Annual National Program (ANP) – NATO Reform Initiative supports the Government of Ukraine to plan, implement, monitor, and evaluate the policies and reforms required to meet the criteria for Ukraine’s accession to NATO. Through this Reform Initiative, PROTECT optimizes the strategic planning and implementation processes for the Euro-Atlantic Integration of Ukraine, ensuring citizens and Euro-Atlantic allies are informed of the progress and successes of reforms. PROTECT supported and institutionalized the integrated results-based management approach in the 2020-21 ANP editions, leading to a transition of the planning framework from an annual event to a five-year policy cycle.
Planning, Programming and Resource Management Reform Initiative
The collaboration between the PROTECT Program and the Ministry of Defence, General Staff of the Armed Forces of Ukraine, and National Defence University of Ukraine has resulted in an enduring relationship of partnership on defence planning and resource management issues. Now that the strategic planning cycle is almost complete and the results of the Defence Management Systems Review are available, the defence planners in the Ministry of Defence and General Staff are ready to embark upon a formal Reform Initiative.
The PPRM portfolio is shaped to support the enhancement of strategic planning procedures, including forecasting and wargaming in support of the definition of capability requirement and force structure modelling. The establishment of a programming mechanism to connect planning and budgeting processes provides a holistic approach to capability resource requirements and prioritization, and the introduction of a program-based budgeting system.
