The MEL Unit has a MEL Manager, MEL Specialist, and STA Support. About the Role: This position must be located in Dili, Timor-Leste. If required, Alinea International will support the successful candidate to relocate to Dili, Timor-Leste. The MEL Manager is responsible for managing, implementing, and delivering all PARTISIPA MEL outputs, including but not limited to: • Annual Reflect and Refocus Workshops • Annual Reporting • MEL Framework Design and Implementation • Policy Analysis and Case Studies • Training and Capacity Building Providing technical oversight and quality assurance, the International Unit Leader will manage and build the MEL competencies of all MEL Unit staff by providing ongoing supervision, guidance, and capacity building. About TAP-EDM: The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 150 Canadian experts via 70-90 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada. TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International. About the work: The COVID-19 pandemic generated a significant increase in connectivity worldwide, which gave rise to new cybercrimes putting women, girls and vulnerable populations at greater risk. This situation has highlighted the need for the Ministry of Security of the Argentine Republic to promote the deepening and strengthening of cybersecurity in gender issues through the Directorate of Cybercrime Investigations, an area with competence in this matter. In recent years, the Cybercrime Investigations Directorate of the Argentine Ministry of Security has implemented several cybercrime awareness campaigns and has provided training to more than 420 prosecutors and members of the police and security forces (at the national and provincial levels). An area of particular interest to the Cybercrime Investigations Directorate relates to online child sexual exploitation (including child pornography and child abuse images), where they have identified the existence of strong networks of criminal organizations that produce, transmit and market child sexual exploitation images online, which are very difficult to detect, investigate and prosecute. The Ministry of Security has expressed interest in receiving Canadian technical assistance to strengthen the country's capacity to investigate cybercrime, particularly those in which women and girls are most vulnerable, as well as to generate better inclusion of a gender perspective in the work of law enforcement officials in this field, as part of the Strengthening Cybersecurity and Cybercrime Investigation (ForCIC) program. For the past ten years, Canada has been implementing a national strategy to combat cybercrime, with a particular focus on online child sexual exploitation, improving its capacity to conduct investigations into online child sexual exploitation, identify victims and remove them from abusive situations, and bring offenders to justice, including those who offend abroad. The Role The objective of this initiative is to strengthen the capacity of the Cybercrime Investigations Directorate of the Ministry of Security by providing comprehensive training on best practices, strategies and tools related to the detection, investigation and prosecution of cybercrime, with a special focus on online child sexual exploitation cases. In this context, the Canadian Expert on Cybercrime and Online Child Sexual Exploitation shall: 1. Develop a detailed work plan, in close consultation with the Cybercrime Investigations Directorate of the Ministry of Security and Alinea International staff, and prepare technical documents, training materials and a final report of the Initiative. 2. Review key country documentation on online child sexual exploitation (legislation, plans, reports, studies, etc.) to identify challenges, gaps and opportunities to strengthen existing practices, procedures, tools and coordination mechanisms within the Cybercrime Investigations Directorate for the detection, investigation and prosecution of these crimes. 3. Develop and deliver a workshop in Buenos Aires, Argentina for the personnel of the competent areas of the Federal Police and Security Forces, as well as specialized prosecutors in the field, who will be invited through the Public Prosecutor's Office to share best practices, experiences, tools and recommendations from Canada for the detection, investigation and prosecution of cases of online child sexual exploitation. 4. Provide virtual support and coaching to the Cybercrime Investigations Directorate of the Ministry of Security during the implementation of this initiative. 5. Promote the TAP-EDM project through the exchange of experiences with assigned Alinea International staff through public engagement activities, before, during and after the implementation of the Initiative back in Canada. Required Qualifications:  • Graduate studies in a relevant field related to this initiative. • Knowledge of Canadian practices, procedures and tools for the detection of cybercrime, primarily online child sexual exploitation cases. • 5 or more years of experience in criminal investigations, techniques and methodologies for cybercrime primarily online child sexual exploitation cases. • Experience working with the Public Prosecutor's Office, Prosecutors, Attorney General's Office staff during cyber crimes, including online child sexual exploitation cases. • Ability to apply and integrate Gender Based Analysis Plus considerations throughout the implementation of this initiative. • Experience in capacity building / institutional strengthening. • Experience in the development, delivery and training of training courses. • Ability to work effectively with diverse stakeholders. • Ability to work effectively and respectfully in a multi-cultural and multi-disciplinary environment. Key Responsibilities: Reporting to the Project Director, the Project Manager will be based in Canada and will have day-to-day management responsibility for technical assistance initiatives (TAIs), ensuring individual mandates are on track while human resources are properly deployed and tasked to achieve overall project goals. A key responsibility is leading and implementing the Monitoring, Evaluation and Learning (MEL) system as well as providing expertise to the project Team. The specific responsibilities of the Project Manager include the following:
  • Develop and administer processes and procedures for identifying, recruiting, deploying, monitoring Canadian experts including organizing technical visits to Canada;
  • Develop, or oversee the refinement of the Technical Assistance, (TA) mandate terms of reference and work plans, in collaboration/consultation with the Project Director, and using ad hoc relevant expertise as necessary;
  • Source and contract appropriate Canadian expertise according to refined terms of reference for TA mandates and GAC’s technical assistance assignments;
  • Maintain communication and oversight with contracted technical assistance expertise in a multitude of developing countries from a Canadian project office;
  • Maintain oversight of TA initiatives and related contracts;
  • Liaise, negotiate and coordinate activities with, and including, participation of local stakeholders and partners such as national government entities and participating Canadian mission staff abroad;
  • Collect, analyze and synthesize technical assistance related results and ensure reporting and results-based management requirements, are met and submitted to GAC in the specified timelines;
  • Ensure that adequate pre-deployment training and/or briefing, including intercultural preparedness and security, cross cutting themes, Monitoring, Evaluation and Learning (MEL) among modules is provided to contracted experts as required, in particular for TA initiatives executed in countries in fragile and conflict-affected situations.
  • Lead the implementation of the MEL functions on the team utilizing the already established robust MEL system, including the MEL Manual and tools, including MetricsLed, the online real time MEL reporting system ensuring compliance with defined performance measurement indicators and operationalizing the logic model and utilising supporting tools which meet Alinea and GAC’s standards.
  • Conduct and contribute to cross-cutting MEL project activities, including data collection, analysis, management and reporting.
  • Act as a focal point and a source of expertise for monitoring, evaluation and learning for the project team.
Requirements:
  • Master’s degree in social sciences (for example, business administration, project management, economics, political sciences, international studies, or international development).
  • Minimum of 3 years’ experience managing multi-year complex international development project in the last 10 years and of a value of at least five million Canadian dollars ($5M) that include:
  • Linking technical assistance requests with appropriate expertise;
  • Liaising, negotiating and coordinating multiple TA mandates/activities with the participation of multiple local stakeholders and partners such as governments national entities and local development programs or missions; and
  • Result-based narrative and financial reporting, including the reporting of best practices and lessons learned.
