Project Description:

Alinea’s Strengthening Access, Inclusion and Leadership for Sexual and Reproductive Health and Rights in Jamaica project (SAIL-SRHR) is a five-year (2022-2027), CAD $4.9 million initiative that supports the improved access to inclusive, respectful sexual and reproductive health services and information for adolescent girls and members of vulnerable/key populations (VKPs), namely sex workers and LGBT persons, in two regions of Jamaica. The project will be implemented in Jamaica in collaboration with two local organizations, the Caribbean Vulnerable Communities Coalition (CVC) and the Jamaica Family Planning Association (JFPA).

About the work

The Field Manager and Gender Specialist (FM-GS) is a senior member of the Jamaica-based project management team and is responsible for the day-to-day oversight of the project in accordance with the stated expectations and objectives of Alinea International and Global Affairs Canada. The FM-GS will exercise sound judgment and keep project goals and objectives clearly in view. The FM-GS will work in close collaboration with Canadian and local counterparts. S/he must prioritize building positive relationships and trust within the project consortium and with stakeholders and beneficiaries and be an excellent problem solver.

The FM-GS will oversee the implementation of the project-level gender strategy, ensuring that all operational and programming activities consider, model, and actively promote gender equality and social inclusion (GESI) and gender mainstreaming. S/he will design and deliver GESI training within the team and the project and ensure that a sound GESI analysis informs the work of the implementation team and all monitoring and evaluation activities.

The Field Manager and Gender Specialist (FM-GS) will approach their work in a gender-inclusive and participatory manner that provides equal opportunity to diverse individuals and groups, considering intersectional identity factors such as gender, sexual orientation, gender identity and others. The Specialist will focus on applying participatory capacity-building approaches in all their work. S/he will report to the Canadian Project Director and work closely with the Canadian Project Controller and Canadian Project Coordinator as well as members of implementing organizations CVC and JFPA, who together constitute the Project Team.

The Role

Project Management

  • Maintain overall management responsibility of Project and Field Office operations, including oversight of expenditure and administration, and development and implementation of policies and procedures;
  • Coordinate the work of two full-time Alinea employees in Jamaica, and part-time or limited-term staff, interns, or consultants (under the advisement of the Canadian Project Director);
  • Facilitate coordination and collaboration on implementation of Project activities with implementing organizations CVC and JFPA, providing support and guidance as required;
  • Build a consensus-based, collaborative approach with the Project implementing organizations and project and government stakeholders, promoting constructive dialogue about Project implementation issues;
  • Communicate the Project vision and motivate the Project Team to achieve the project goals;
  • Coordinate the annual work planning and semi-annual results reporting process, provide content for Annual Work Plans and semi-annual reports to the donor, and contribute to other Project reports as needed;
  • Regularly review the status of project implementation, expenditure and achievement of results with the Project Director, applying Project data for evidence-based program decision-making;
  • Apply Alinea’s Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) policy and risk assessment framework, ensuring that the Project team has the capacity and support to comply with the policy;
  • Plan and organize the annual Project Steering Committee meeting; and
  • Ensure that all field activities are undertaken in compliance with Alinea’s and Global Affairs Canada’s policies and procedures.

Project Administration

  • Participate in regular meetings with the Canadian Project Management team on Project operational issues;
  • Convene regular (monthly) implementation team meetings and joint quarterly progress reviews with implementing organizations CVC and JFPA, and lead Alinea’s administrative collaboration with CVC and JFPA;
  • Effectively lead the administration of the Project’s Jamaica-based budget and expenditures, and coordinate with Project Team to ensure that spending occurs within designated parameters and allowable variances; and
  • Provide routine monitoring of project risks using the SAIL-SRHR Risk Framework.

SRHR and GESI Subject Matter Expertise/Technical Assistance

  • Apply subject matter expertise on sexual and reproductive health and rights with focus on adolescents, key populations, youth engagement and participatory approaches to Project planning, implementation, monitoring, evaluation and reporting processes and products to assure program quality and alignment with best practices;
  • Oversee the implementation of the Project gender strategy to ensure that all operational and programming activities consider, model and actively promote gender equality and gender mainstreaming;
  • Apply subject matter expertise on gender-based analysis and integration of gender equality and social inclusion into Project planning, implementation, monitoring, evaluation, and reporting processes and products, including the use of Gender-Based Analysis Plus (GBA+ );
  • Design and deliver gender equality / GBA+ training to the SAIL team and stakeholders;
  • Contribute to the design and delivery of Project activities, technical assistance and capacity development relating to area(s) of technical expertise, such as GBA+, SRHR, human rights, youth engagement, participatory processes, etc., with full integration of gender equality considerations;
  • Provide advice on appropriate gender equality indicators in the performance measurement framework and support colleagues in the monitoring and reporting of results, including monitoring for gender equality results; and
  • Develop and maintain positive working relations with a wide network of partners around gender equality and social inclusion, including the governments of Canada and Jamaica, gender focal points for development partners, media and relevant civil society organizations.

Communication

  • Communicate proactively and transparently with the Canadian Project management team (Canadian Project Director, Canadian Project Controller, and Canadian Project Coordinator);
  • Communicate regularly and create and maintain a positive and collaborative operating environment between Alinea and the local implementing organizations;
  • Liaise regularly with the Canadian Project Director regarding communication with Canadian Government representatives, specifically the Embassy of Canada in Jamaica, and meet regularly with Global Affairs Canada personnel in Jamaica regarding project implementation;
  • Liaise with stakeholder representatives on the Project Steering Committee to obtain input into project direction, troubleshoot challenges and bottlenecks, and build vision and consensus on SRHR approaches and policy;
  • Establish relationships with other donors active in related programs to learn from their experiences and identify opportunities for partnerships and contributions; and
  • Network with various non-government organizations active in the SRHR space in Jamaica, to identify synergies, avoid duplication, collaborate on advocacy, and participate in mutual learning.

Required Qualifications:

Applicants must be resident in and legally able to work in Jamaica. The ideal candidate will be expected to have the following training, knowledge, experience and skills:

  • An undergraduate qualification in a relevant field (public health, sociology, social work, gender studies, education, psychology) with a Master’s degree in a relevant field considered an asset;
  • Seven to ten years of project management experience, preferably with knowledge of donor processes and approaches such as Results-Based Management;
  • Strong communication and relationship-building skills, with the ability to build rapport, influence others, and provide indirect leadership;
  • Knowledge and understanding of the institutional, legal and policy frameworks impacting the sexual and reproductive health and rights for adolescent girls and boys and key populations in Jamaica;
  • Demonstrated experience and capacity in the implementation and monitoring of sexual and reproductive health and rights programming, particularly with adolescents and key populations;
  • Demonstrated experience and capacity in applying gender equality and human rights theories and approaches to program implementation and monitoring, including gender mainstreaming, gender-based analysis, feminist and rights based approaches;
  • Experience in planning, monitoring and reporting for donor-funded programming;
  • Excellent organizational and project management skills;
  • Strong research and report writing skills;
  • Budget management experience;
  • Demonstrated analytical and problem-solving skills;
  • Results-oriented, strong sense of accountability, and able to take initiative.
