Job Title: Communication Planner
Project Name: Strategic Communications Support Platform.
Job Type: Expert.
Location of Position: Hybrid: 3 days/week in Kyiv office, two days/week remote.
Reporting to: Team Lead and the Deputy Lead in Ukraine.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, January 2024 – March 2026. For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian and Russian, written and spoken; proficiency in English is desired.

Project Description:

Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full-scale invasion of Ukraine.
About the Work: The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Team Lead and the Deputy Lead in Ukraine and participate in relevant project meetings.

The Role:

• Plan strategic communication campaigns based on data-derived strategy including the develop of messaging and the selection of channels.
• Use research and data to best determine how to efficiently disseminate key information and reach target consumers with the creative content/messaging.
• Develop messaging frameworks, media plans, and tactical channel plans for strategic communication campaigns.
• Coordinate with media outlets and relevant stakeholders to build and maintain relationships.
• Conduct research and analysis on various campaign issues and strategies.

Required Qualifications:

• Demonstrated experience in the design and delivery of strategic communication campaigns for donor-funded projects and/or government institutions in Ukraine and other relevant geographies in Eastern Europe.
• Senior experience of work at a media agency, government/military body, advertisement or sales is highly preferred.
• Strong understanding and skills of designing data-driven communications based on audience insights and specific characteristics of distinct target audiences.
• Experience of planning behavior change campaigns aimed to influence/change specific behaviors and actions of target audiences to achieve positive impact.
• Experience in content production, including development of campaign photo and video content, data visualization, gamification of content, etc.
• Experience in working with international development organizations and familiarity with campaign management and reporting in donor-funded projects.
