Job Title: Learning (Assessment) Analyst.
Project Name: Strategic Communications Support Platform.
Job Type: Expert.
Location of Position: Hybrid: 3 days/week in Kyiv office, two days/week remote.
Reporting to: Team Lead and the Deputy Lead in Ukraine.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, January 2024 – March 2026. For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian and Russian, written and spoken; proficiency in English is desired.

Project Description:

Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full-scale invasion of Ukraine.

About the Work:

The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Team Lead and the Deputy Lead in Ukraine and participate in relevant project meetings.

The Role:

• Conducts research using information from multiple sources to assess, interpret, forecast, and explain evidence in relation to the Alinea Strategic Communications Support Team’s strategic communication work.
• Evaluate the reach and success of the Alinea Strategic Communications Support Team campaigns to provide real time feedback to ensure the campaigns are as effective and as adaptive as possible.
• Produces recommendations and identifies operational opportunities for strategic communication campaigns based on data inputs from all source reporting.
• Identifies gaps in existing communications planning of Ukrainian state institutions by assessing vulnerabilities and resiliencies through data-driven multi-source reporting in the liberated and non-liberated areas of Ukraine.
• Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g., Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats.

Required Qualifications:

• Demonstrated experience in conducting media and/or sociological analytics and leveraging data to inform strategic communication campaigns for donor-funded projects and/or government institutions in Ukraine and other relevant geographies in Eastern Europe.
• Experience in working with international development organizations and familiarity with campaign management and reporting in donor-funded projects.
• Demonstrated understanding of interpreting analysis to include its meaning, importance, and implications, to include use of data analytical software link.
• A natural storyteller who can interpret the data and collate it into usable storying to inform campaign planning.
• Diligent professional with the ability to multi-task and prioritize tasks promptly and efficiently.
• Strong verbal and written communication skills, with an enthusiasm for in working in a highly-collaborative setting – sharing best practices, lessons learned, and assisting where gaps exist.
• Strong organizational, interpersonal, communication, and negotiation skills. You are willing to develop an understanding of national-level government agencies, their service delivery, and communications plans.
